    War on the Poor in New Orleans 2: The Attempt to Declare Martial Law

    Did Bush withhold federal aid to NOLA in an effort to seize control of it himself? By declaring federal marshal law, the feds would be able to build NOLA back in their image, with their chosen contractors. Obtuse amounts of money could be shelled out to Halliburton.
